Northern Nevada Rural EMS Gap Analysis Survey Results
Listening to Rural EMS. Identifying the Gaps. Building Solutions.
The Northern Nevada EMS Consortium (NNEMSC) recently completed a Rural EMS Gap Analysis Survey to better understand the challenges, needs, and opportunities facing EMS, fire, healthcare, dispatch, and emergency service providers throughout Northern Nevada.
We heard directly from many respondents representing frontline providers, supervisors, administrators, agency leaders, and other emergency service partners across rural and Northern Nevada communities.
Their feedback provided valuable insight into what is working, where significant gaps remain, and where regional collaboration can make the greatest difference.
What We Heard
While the full report provides detailed results, several priorities emerged consistently:
Staffing, recruitment and retention continue to be among the greatest challenges facing rural EMS.
Funding and financial sustainability impact staffing, equipment, facilities, training, and long-term agency stability.
Access to quality training and continuing education remains critical, particularly in rural communities where travel, staffing coverage, time, and cost can create barriers.
Provider mental health and resiliency are significant workforce concerns, with respondents identifying burnout, trauma exposure, and work-life balance as ongoing challenges.
Equipment, communications, and infrastructure remain areas of need for many rural agencies.
Long response and transport distances continue to create challenges unique to rural emergency response.
Regional coordination and collaboration are essential to addressing issues that extend beyond the capabilities of any single agency.
Turning Feedback Into Action
The purpose of this survey was not simply to identify problems. It was to help NNEMSC better understand where we can provide the greatest value and where collaboration can lead to meaningful solutions. The results will help guide NNEMSC's future strategic planning, grant development, education and training programs, advocacy efforts, provider wellness initiatives, regional partnerships, and development of an EMS Leadership Council.
We are grateful to everyone who took the time to participate and provide thoughtful feedback. Your input gives NNEMSC a clearer picture of the realities facing rural emergency services and provides an important roadmap for our work moving forward.

Who We Are
The Northern Nevada EMS Consortium (NNEMSC) is a 501(c)(3) nonprofit organization dedicated to supporting the health, resilience, and sustainability of rural emergency medical services and first responders throughout Northern Nevada.
NNEMSC works to strengthen rural Fire, EMS, dispatch, healthcare partners, and the communities they serve, while also helping ensure rural emergency care systems remain strong, connected, and sustainable.
The organization is governed by a local Board of Directors made up of Northern Nevada citizens and professionals, ensuring the work remains community-driven, locally informed, and responsive to real regional needs.
Our Mission
The Northern Nevada EMS Consortium strengthens rural emergency medical systems by supporting first responders, expanding education and training opportunities, advancing mental health and resiliency initiatives, and fostering collaboration among emergency care leaders to improve care for the communities they serve.
